DELAYED ACCOUNTS
The Authority has been delayed in the publication of its statements of accounts. For the years 2022/23 and 2023/24, Authority has published unaudited statements on its website, however, the timescales required for the accounts to be available for the public to inspect the accounts means that the auditor has been unable to conclude their audits, so the audited statements have not yet been published.
The failure to publish audited accounts in a timely fashion has resulted in the Authority being included in a list of other Authorities in a similar position that has been published by MHCLG. The reason for the delay in publication of the accounts stems from a problem identified with earlier statements of accounts where the auditor asked the Authority to concentrate its efforts on supporting the earlier accounts statements rather than continuing to work on the later statements.
The concentration on the earlier statements meant that there were delays in publishing the unaudited statements of accounts for the years mentioned above. In each case the unaudited statements have been published according to the timescale we had separately published and shared with MHCLG.
We are now liaising with the external auditor over when they will be able to conclude their work so that we can publish the audited statements of accounts for those years.

The Authority’s accounts are subject to external audit by Michael Green, Grant Thornton UK LLP, Royal Liver Building, Liverpool, L3 1PS. Members of the public and local government electors have certain rights in the audit process:
From Friday 28th Feb 2025 to Friday 18th April 2025 between 9.00am and 5.00pm any person may inspect the annual governance statement and accounts of the Council for the year ended 31 March 2024 and certain related documents (comprising books, deeds, contracts, bills, vouchers and receipts) at the address given below. They may also make copies of the accounts and documents, except as provided for in Section 26(4) to 26(6) of the Local Audit and Accountability Act 2014 in relation to commercially confidential and personal information.
From 9.00am on Friday 28th Feb 2025 until 5.00pm on Friday 18th April 2025, a local government elector for the area of the Council, or his/her representative, may ask the auditor questions about the accounts as set out in Section 26 of the Local Audit and Accountability Act 2014. Please contact the auditor at the address given above, c/o Mr M Green, to make arrangements to ask any questions.
From 9.00am on Friday 28th Feb 2025 until 5.00pm on Friday 18th April 2025, a local government elector for the area of the Council, or his/her representative, may object to the Council’s accounts asking that the auditor issue a report in the public interest as set out in Section 27 of the Local Audit and Accountability Act 2014) and/or apply to the court for a declaration that an item in the accounts is contrary to law (under Section 28 of the Local Audit and Accountability Act 2014). Written notice of a proposed objection and the grounds on which it is made must be sent to the auditor at the address given above and copied to me at the address given below:

Notice is hereby given under the above regulations that the publication of the unaudited Statement of Accounts of Merseyside Waste Disposal Authority has been delayed due to the late conclusion of the audit of accounts from prior years. This approach to the notice has been agreed with the auditor. When the audit of the accounts from prior years are nearer to being concluded the statement for the year ended 2023 will be published and made available for public inspection.
